No Lifejackets

With all the drownings each year here in NZ it still amazes me how many people still go out in boats with out lifejackets on.
Our brother drowned in 1984, we will never know whether he had one of the lifejackets in the boat on or not, but we certainly hope he did.
Ok we know that not everyone can be saved using lifejackets but it gives a person a much better chance of survival.
When will people learn to wear lifejackets, it is those of us left behind who mourn and say what if
